The expected outcomes of the 2007-2011 country programme address five strategic national development goals as well as the increasing impetus for an emerging donor role: reducing social exclusion and aligning social policies, regional development, with an emphasis on socio-economic recovery in the Areas of Special State Concern and underdeveloped areas, the promotion of biodiversity conservation and energy efficiency, and measures to improve the competitiveness of the business environment. UNDP will aim to provide strategic support to the central development coordination body, the Central State Office for Development Strategy and ensure integration of nMDGs into national development plans and sectoral strategies. UNDP will also contribute knowledge and experience transfer from other countries to support the eventual emerging donor role for Croatia following successful expertise in East-East cooperation modalities facilitated by the Bratislava Regional Center (BRC) and in line with political priorities expressed by the Ministry of Foreign Affairs and European Integration.

In terms of raising its profile, the Country Office has undergone a process of re-organizing and consolidating its programmatic focus into 5 distinct programme areas offering recognizable strategic positioning and identity of UNDP:
