Support in enforcement of systematic crime prevention work and establishment of crime prevention coordination unit
Period of the project:

The implementation strategy will provide support in four complementary areas which are – taken as a whole – structured in a way to influence measurable improvement in the work and development of a crime prevention system at national and local level between actual structural Ministry of Interior units, cooperation with other relevant governmental, public and private bodies and institutions, strengthening the consistent implementation as well as the implementation of community policing.

  • Output 1. Establishment of Crime Prevention Coordination Unit at Police Directorate with technical and professional support of UNDP and its activities. 
  • Output 2. Improvement of work and development of crime prevention system
  • Output 3. Establishment and strengthening of consistent model for functional Crime Prevention Councils
  •  Output 4. Continuation of institutional support, education and visibility of community policing model

EU support to SEESAC arms control activities in the Western Balkans
Period of the project:
2010 - 2012
Budget: 500,000.00 USD for Croatia 

Promotion of peace and security in the Western Balkans through the reduction of risk posed by the proliferation and excessive accumulation of small arms and light weapons Activities in Croatia are implemented in cooperation with UNDP and Ministry of Interior and are focussed on:

  • Improving management and security of unsafe and unstable stockpiles of weapons and ammunition
  • Destruction of small arms and light weapons (SALW)
  • Arms collection campaign: "Less Arms, Less Tragedies"

Regional Programme on Disaster Risk Reduction in South East Europe 
Period of the project:
2010-2011 
Budget - 50,000.00 USD for Croatia (Total budget 1,000,000.00 EUR)

The project "Building Capacity in Disaster Risk Reduction through Regional Cooperation and Collaboration in South East Europe", implemented under the UNDP coordination had overall objective: To reduce the risk of disasters associated with natural hazards in the Western Balkans and Turkey, in line with the Hyogo Framework for Action, by building the capacity of national and local authorities in promoting a coordinated approach to disaster risk reduction.

The specific objective of the project was to increase the regional disaster risk reduction cooperation in South East Europe, and to promote the harmonization of each country's disaster risk reduction methodologies, plans, and strategies in order to pave the way for the eventual preparation of a harmonized and mutually accepted regional disaster risk reduction strategy.

The Project supports implementation of the Community Policing Strategy; institutionalization, visibility and effectiveness of Community Policing and the empowerment of communities to take ownerships of safety and security concerns through Safer Community Plans.

  • Community Policing; support to the institutionalization, effectiveness of community policing through training on i) conflict resolution; ii) negotiation; iii) facilitation of Crime Prevention Councils; iv) websites; v) survey
  • National Awareness Raising designed to raise the public's receptiveness to community security and the positive role the Police can play in this process
  • Safer Communities; support to the institutionalization and sustainability of Crime Prevention Councils including small-scale infrastructural schemes that have a tangible link to local safety and security needs; targeted sub-projects, services and investments that tangibly improve safety in the most insecure and potentially volatile communities
  • Armed Violence Awareness Raising; support to Ministry of Interior through a national campaign to surrender or legalize illegal weapons with an associated national campaign: Less Arms, Less Tragedies

  • Reinforcing the provision of support to witnesses and victims of domestic violence and in other cases
    • Functional coordination of Police, State Prosecutor, Social and Health Services, Family centres and NGOs in cases of Domestic Violence & use of services by women 
    • Enhance use of services by women & level of coordination between key agencies
    • Increased involvement of Police in victim referrals to safe houses and NGO provided services
    • Increased number of women using dedicated Police, Social and Health Services, family centres and NGO DV services
    • Increased local support services available to victims of DV

Objectives

Sustainable development cannot be achieved in an environment where people continue to feel threatened by violence and crime. Because the effective reduction of armed violence - including the prevention of crime - requires an integrated approach, UNDP began working to tackle arms proliferation, crime and violence from a human development perspective.

There is clear evidence that well-planned crime prevention strategies not only prevent crime and victimization, but also promote community safety and contribute to the sustainable development of countries. Effective, responsible crime prevention enhances the quality of life of all citizens. It has long-term benefits in terms of reducing the costs associated with the formal criminal justice system, as well as other social costs that result from crime. Crime prevention offers opportunities for a humane and more cost-effective approach to the problems of crime.

Aware of this problematic, the programme assists in the measurable improvement of safety and security in Croatian towns, cities and institutions through targeted awareness-raising, evidence-based improvements in Crime Prevention, community policing, criminal analysis of armed violence and crime, and ultimately by removing dangerous weapons that pose a risk to communities.
